THE EARL OF MANSFIELDasked His Majesty's Government whether any arrests have yet been made in connexion with the murder of some ten thousand Polish officers at Katyn; and if not, what concerted steps are being taken by the Allied Nations to bring to justice the perpetrators of this massacre of defenceless prisoners.
§ THE LORD CHANCELLOR (LORD JOWITT)This crime was not overlooked when the indictment of the major German war criminals was drawn up. So far as I am aware, the actual perpetrators have not yet been discovered and arrested. Since the victims were of Polish nationality and the offence took place on Soviet soil, it would under the terms of the Three-Power Declaration issued at Moscow on the 1st November, 1943, be inappropriate for His Majesty's Government to take the initiative in this matter.
