§ Mr. BellengerI assume the hon. and gallant Member refers to Territorial warrant officers, non-commissioned officers and men who were granted non-Territorial commissions during the war, thereby ceasing to count service for the Territorial Efficiency Medal. The rules for the grant of the medal exclude such service, but the position of these officers is under consideration. The territorial decoration is restricted to officers of the Territorial Army or other auxiliary Forces of the Empire.
