§ Mr. E. BevinThe passage in the Berlin communiqué to which the hon. Member refers expressed the expectation of the three Powers that whatever personal rights and rights of property may be enjoyed by Polish citizens under Polish law should be accorded equally to Poles returning from abroad. In so far as such rights in Poland may have been curtailed by war conditions, it is the hope of His Majesty's Government that full civil liberties may be restored as speedily as possible. The Prime Minister and I emphasised this view in our discussions with the Polish representatives at Potsdam.
