§ Mr. Harveyasked the Secretary of State for India whether he will represent to the Government of India that they should now take the initiative in bringing about consultation and conference between representative leaders in India with a view to reaching the widest measure of agreement with regard to the framework of the future Constitution.
§ Mr. AmeryI understand from the published reports that the conversations between Mr. Gandhi and Mr. Jinnah broke down over the issue of Pakistan (that is, the claim that Indian Moslems should constitute a separate nation), but that both gave expression to the hope that this was not the final end of their effort. Pending further developments there would seem to be no useful opening for intervention on the part of Government.
