§ Mr. Kirbyasked the Secretary of State for the Home Department whether he is aware that in Liverpool over 70 public houses have been rendered useless by enemy action and that the owners have the right of special removal over which the licensing justices and the local authority have no control in respect of new sites; and, as this unrestricted right may interfere with schemes for general planning and reconstruction in the city, will he consider setting up a Licensing Planning Committee on the lines suggested in the Morris Report, Cmd. 6504.
