§ Captain Pluggeasked the Parliamentary Secretary to the Ministry of War Transport for what reasons he has disregarded the recommendations of the Sixteenth Report of the Select Committee on National Expenditure, in October, 1942, that his Department should have an organisation and methods section to deal with the major problems of organisation and man-power.
§ Mr. Noel-BakerMy hon. and gallant Friend is mistaken in thinking that these recommendations have been disregarded. Arrangements were made at the beginning of the year to earmark a senior officer for this work, and though these arrangements suffered some interruption through inevitable changes of personnel, a further appointment was recently made to take immediate effect.
