asked the Parliamentary Secretary to the Ministry of Economic Warfare if he has considered the Paper, of which the hon. Member for Blackburn has sent him a copy, written by Dr. Howard Kershner, Director of the International Commission for Assistance of Child Refugees; and if he has any statement to make on the subject matter of the relief of starving refugee children in relation to our war effort.

Yes, Sir. I have considered the paper sent to my right hon. Friend the Secretary of State for Foreign Affairs. It does not refer to refugee children but to children and others in enemy-occupied countries, and it urges that relief foodstuffs shall be allowed to pass through the blockade. On this subject I have nothing to add to my previous statements.
