Thomasasked the Under Secretary of State for Dominion Affairs whether he will publish a list of all whole-time or part-time appointments, excluding governorships, bearing a salary of £1,000 a year or more, which are made on his nomination from outside the Civil Service, or on which he must be consulted.
§ Mr. Emrys-EvansThere are no such appointments which are as a regular practice made from outside the Civil Service. At the present time, however, the United Kingdom High Commissioners in Canada, the Commonwealth of Australia and the Union of South Africa are former Cabinet Ministers and not civil servants. I might add that the three Newfoundland members of the Commission of Government in Newfoundland were not civil servants before their appointments as Commissioners.
