§ Mr. AmeryExcept in relation to the Universities of Benares and Aligarh, university education is a Provincial subject, and it would not therefore he within my powers to act as suggested. A proposal of this kind is, however, contained in the recent report of the Educational Adviser to the Government of India on post-war Educational Development in India. Under the present constitution this proposal could only be implemented by agreement between Provincial Governments.
