asked the Minister of Health if auditors are required to surcharge local authorities who give a few pence a week pocket money to patients under 65 in public assistance institutions, or can they avoid doing so.

The question whether any particular item of expenditure should be disallowed and surcharged by the District Auditor is one for the Auditor to decide. I have no jurisdiction in the matter except on an appeal to me against the Auditor's decision.
