asked the President of the Board of Education whether he is aware that, in view of the additional burdens now thrown upon them, head-teachers find it impossible to prepare a short teaching syllabus of the history of the British Empire from the literature supplied to them; and whether steps will be taken to prepare and circulate to head-teachers, especially of secondary schools, a short teaching syllabus, with maps, giving the principal facts and events of our Empire and Commonwealth history.

My right hon. Friend is of the opinion that the preparation of an official syllabus of this kind would be an undesirable departure from the Board's normal practice, which is to leave the responsibility for school syllabuses to the teachers concerned.
