asked His Majesty's Government how they reconcile the terms of reference of the Settlement Schemes Sub-Committee of the Agricultural Production and Settlement Board in Kenya with their statement of policy made in this House during the debate on white settlement on February 1.

It is clear from its terms of reference that the new Settlement Schemes Sub-Committee has been set up to make proposals for filling in gaps in the original recommendations of the 1938 Settlement Committee, and so facilitate the training and settlement, within the land available, of potential settlers not covered by those recommendations. Nothing in the recommendations of this Sub-Committee could involve any increase in the area of land available for European settlement, and the policy of His Majesty's Government in this matter, which, as explained in the debate, has been maintained by successive Governments since 1908, is therefore not affected.
