Russellasked the Chancellor of the Exchequer whether, in view of the fact that Section 38 (2) of the Finance Bill acknowledges the injustice created by the Finance Act, 1940, he will now undertake to make the new concession in respect of the excess of payments over benefits derived from property transferred retrospective to the date when the corresponding Section of the 1940 Finance Act came into operation.
