asked the Secretary of State for the Colonies whether he can state the name of the African who has been appointed a member of the Legislative Council in Kenya; and whether this development in Colonial government is indicative of our intention increasingly to interest natives in their respective administrations.

The Governor is arranging preliminary consultations with local African bodies, and the appointment has not yet been made. The reply to the second part of the Question is in the affirmative.
