Wardlaw-Milneasked the Minister of Health whether he is aware of the great concern on the part of employers in the building trade generally in regard to the proposals set out in the Ministry of Health's Circular 14/44 to group local authorities in the work of the advance preparation of housing sites; and what arrangements are being made to ensure that the smaller builders will be able to play their full part in the housing reconstruction programme.
