MorrisonThe facts of this matter are that a senior officer at Walton Prison, with the knowledge of the Governor, has been obtaining cigarettes and tobacco for a small number of the staff from his tobacconist at the ordinary retail prices. There is no question of the officer carrying on a business or making any profits out of the transactions, which were undertaken solely for the convenience of the staff.
