§ Sir J. Mellorasked the Parliamentary Secretary to the Ministry of Works why the Emergency Powers (Defence) Paint Regulation, S.R. & O., No. 1673/S.57, of 1943, which was signed on 3rd December, and which came into operation on 9th December, was not delivered to the Library of the House of Commons until 10th December.
§ Mr. HicksThis Order was made with the agreement of the industry to enable war emergency paint to be sold in the North of Scotland. It was desired that the Order should come into force as soon as possible after it was signed and 9th December was chosen as allowing a reason-204W able time to make the necessary arrangements. Unfortunately, owing to a misunderstanding, the Order was not ready until late on 9th December and was not placed in the Library of the House until the following day.
