§ Mr. AttleeStatistics on the basis set out in the Tables to which my hon. Friend refers were first compiled in 1941. Estimates were then made for 1939 as a basis for comparing pre-war with war-time figures But any advantage which could be gained from preparing corresponding estimates for 1940 is outweighed by the large amount of work involved.
