asked the Secretary of State for War whether he will consider providing for the promotion of lieutenants and paymasters in the Royal Army Pay Corps to the war substantive rank of captain after three years' commissioned service in the present war?

I outlined the rules governing the promotion of subalterns to captain in the Royal Army Pay Corps in a reply I gave the hon. Member for Bassetlaw (Mr. Bellenger) on 4th May, of which I am sending my hon. and gallant Friend a copy. Generally speaking there is one captain's appointment to every four subaltern appointments. My hon. and gallant Friend's suggestion has been carefully considered, but it is not thought that its introduction would be justified.
