§ Sir J. GriggI outlined the rules governing the promotion of subalterns to captain in the Royal Army Pay Corps in a reply I gave the hon. Member for Bassetlaw (Mr. Bellenger) on 4th May, of which I am sending my hon. and gallant Friend a copy. Generally speaking there is one captain's appointment to every four subaltern appointments. My hon. and gallant Friend's suggestion has been carefully considered, but it is not thought that its introduction would be justified.
