asked the Minister of Agriculture why the Emergency Powers (Defence) Threshing (E. & W.) Order (S.R. & O. No. 1073 of 1943), which was signed on 27th July and came into operation on 1st August, was not available in the Library of the House of Commons until 3rd August, and on what day it was available to the public at the Stationery Office?

Copies of this Order were sent by messenger to the Library of the House of Commons on the morning of 31st July. Copies were on sale to the public at the Stationery Office on the same morning. A warning of the main change in the Order was issued in a Press notice on 8th July with a statement that it would come into effect on 1st August.
