§ Mr. ButlerThe Board of Education have power under their grant regulations to withhold or make a deduction from the grant payable to local education authorities, which have not performed their statutory duties or complied with certain other requirements. Relations between the Board and authorities are, however, such that it is not necessary in any but exceptional cases to resort to this measure in order to secure efficiency.
