Mr. Dabbieasked the Secretary of State for India whether he is aware that a candidate in a recent by-election for the Indian Legislative Assembly was prohibited by the officials of the Madras Government from holding meetings and otherwise campaigning, while his opponents were given such facilities; what was the result of that election; and whether he will ensure that the Governor's administration concerned will refrain from such practice in the future?
