asked the Financial Secretary to the Treasury whether the Inland Revenue authorities have formed any reliable estimate of the number of workers both industrial and non-industrial who still escape the payment of Income Tax owing to their moving about intentionally to avoid taxation, and to the slowness of the Inland Revenue authorities in formulating assessments in their cases?

An employee does not escape payment of Income Tax by changing his employment, though in certain circumstances a delay in collection may result.
