asked the Parliamentary Secretary to the Ministry of War Transport (1) whether it has yet been de- cided to impose a coupon system on the men of the Merchant Navy in order that they may obtain warm comforts:

(2) what additional man-power will be required by his Department in order to carry out the coupon system for the distribution of comforts to the Merchant Navy:

(3) whether he is satisfied that the adoption of a coupon system in order that the men of the Merchant Navy may obtain warm comforts is a satisfactory one and one which will be in the interests of the men?

The question of a coupon system for comforts for the Merchant Navy is at present being discussed by my Noble Friend and my right hon. Friend the President of the Board of Trade, who are bearing in mind the representations which my hon. and gallant Friend has made. I will let him know their decision, as soon as it has been made.
