asked the Minister of Fuel and Power what new obligations as to information are imposed on a colliery owner by the Emergency Powers (Defence) Fuel and Power (Information) Order (S.R. & O., No. 1358, of 1943); and why the Explanatory Memorandum attached thereto does not supply this information?

The obligations imposed on colliery owners as such by the Ministry of Fuel and Power (Information) Order, 1943, are contained in Articles 1 and 2 of the Order. They cannot, however, be described as "new," as colliery owners already supply me periodically with the information required by these Articles and on forms similar to those to be used for the purposes of the Order. This was explained in paragraph 1 of the Explanatory Note attached to the Order. The Fuel (Records and Information) Order, 1942, was previously used for the purpose, but owing to the recent Defence Regulation 55AA it became necessary to make another Order since obligations to furnish information are now imposed under that Regulation.
