Mr. Creech Jonesasked the President of the Board of Trade whether, in view of changes in the world situation in the last two years, he has any statement to make in regard to the policy laid down in the lend-lease White Paper of 10th September, 1941?
§ Mr. DaltonYes, Sir. In view of the changes in the world situation since September, 1941, including the offer announced by my right hon. Friend the Chancellor of the Exchequer to furnish raw materials and foodstuffs to the United States as reciprocal aid, His Majesty's Government consider that the unilateral undertaking contained in this White Paper should be replaced by a new statement. His Majesty's Government and the United States Government are now engaged in negotiations as to the form which a new joint and reciprocal declaration should take.
