asked the Secretary of State for the Colonies whether, in view of the forthcoming elections in Kenya the question of direct representation of Africans on the Council will be considered; and is he aware that Kenya Africans have recently revived their demand for direct representation on the Legislature?

The possibility of direct representation of Africans in the legislatures in East Africa, when the practical difficulties can be overcome, has previously received consideration at various times. A memorandum on the subject signed by certain Africans in Kenya was sent to me by post during my recent visit to East Africa. I have asked the Governor to furnish me with his observations upon it and I now await his reply.
