§ Mr. Ammonasked the Secretary of State for War whether the military command referred to in Clause 7 of the Draft Agreement of U.N.R.R.A. is to be held responsible, morally and politically, for giving relief to the civilian population during the period that consent is withheld for U.N.R.R.A. to operate?
§ Mr. A. HendersonThe responsibility for giving relief to the civilian population in any area while actual hostilities or other military necessities exist lies, of course, on the Government or Governments whose military forces are operating in that area, and the military commander of those forces will be charged with carrying out that duty so far as operational necessities permit. All the relief possible in the pre-1162W vailing military circumstances will be given to the civilian population, but great difficulties must be expected in handling large quantities of relief supplies for countries where hostilities are actually in progress.
