§ Captain CrookshankThe sending by post by pool promoters of forms, coupons or circulars for use by any person entering football or racing pools is prohibited and any such communication observed in the post is stopped and returned to the sender. Football pool traffic by post is thus, in the main, confined to the sending by clients to pool promoters coupons (taken from newspapers) and of remittances. No special facilities are provided for its disposal.
