§ Mr. DaltonThe last refugees from the Channel Islands arrived here in June 1940. Clothes rationing was introduced in June, 1941, and arrangements were made for supplementary coupons to be issued by the local offices of the Board of Customs and Excise to those refugees who were still short of essential clothing. These arrangements should have met the refugees' needs; and applications are now entertained only where exceptional hardship can be proved.
