asked the Home Secretary the purpose of Statutory Rule and Order, 1943, No. 332, entitled the Regional Commissioners (Power of Detention) Order, 1943, under Regulation 18BB of the Defence (General) Regulations, 1939?

An Order made in September, 1940, conferred on Regional Commissioners (other than those in the London Region) certain limited powers of temporary detention pending consideration of the question whether a detention order should be made by the Secretary of State under Defence Regulation 18B. The purpose of the Order to which my hon. and gallant Friend refers is to enable a deputy regional commissioner to act if necessary at a time when the Regional Commissioner is not available.
