§ Sir J. GriggThe Commander-in-Chief, Middle East, carries out all promotions in his command up to and including the rank of brigadier. Senior officers are sent out from this country at the request of the Commander-in-Chief and he only asks for them when he has no one in his command to recommend for the appointments.
