MorrisonI have come to the conclusion that the time has arrived when in many areas the fire guard should 1355W become a separate Service, closely linked for operational purposes with the National Fire Service. I recognise, however, that areas exist in which there may be grounds for maintaining the present system and I have given Regional Commissioners discretion to authorise this, where they consider it desirable.
