§ Sir K. WoodThe total number of non-industrial staff employed in Government Departments as at 1st April, 1939, was 424,896 (374,301 whole-time and 50,595 part-time). At the outbreak of war the estimated total number of such non-industrial civil servants was 443,000 (395,000 whole-time and 48,000 part-time). I am advised that figures relating to the total number of persons employed in the municipal services are not available.
