asked the Parliamentary Secretary to the Ministry of War Transport whether, in view of the need of using to the best advantage every available source of man- and woman-power, he will give consideration, in consultation with the other Departments concerned, to reducing, as in the last war, the minimum age for obtaining a driving licence to 16?

In consultation with the Ministry of Labour, I have carefully considered my hon. Friend's proposal that the minimum age for licences to drive motor cars should be reduced to 16. After examining the facts, I have come to the conclusion that it is not at present necessary or desirable to make this change.
