Scopes was returned to him by the officer commanding on the ground that soldiers are not allowed to write to their Members of Parliament; and whether he will have a full inquiry made to ensure that all commanding officers recognise that men are allowed to write on any subject whatever other than military movements to their own Member of Parliament?
