There is no reason to anticipate that construction will be held up by lack of materials. The shortage however of timber, steel, lead, bitumen and other materials normally used entails certain economies and the use of substitutes, as my hon. Friend will see from the memorandum on materials and design and the specification notes prepared for the guidance of local authorities by the Ministry of Works, of which I am sending him a copy.
