§ Miss WilkinsonSo far as possible, and if necessary by temporary rearrangement of rotas, local authorities should arrange for instructional lectures for whole-time members of the Civil Defence Services to be held within their normal duty hours. The same principle applies as regards part-time members; time spent by them in attending lectures should count in computing duty obligations.
