asked the Minister of Supply whether he will prevent publishing houses from claiming their quota of paper even though they do not themselves require any in order that they may give or sell the supply thus obtained to firms which are already using their full quota?

I do not feel I should be justified in reducing in this way the total quantity of paper made available for books, which is a percentage of the consumption in the pre-war year.
