WoodIn reply to the first part of the Question, the assurance given as to the provision of explanatory material, related to subordinate legislation under war-time Acts, and, in any event, the effect of this Order, which is merely to continue certain existing exemptions, is clear on the face of it. The answer to the second part of the Question is in the negative.
