asked His Majesty's Government whether they propose to lay on the Table of the House as a White Paper the text of the Draft Agreement on Post-War Rehabilitation sent by the United States Government to all the United Nations.

As my noble friend is aware, the document to which he refers is a draft agreement only, and in view of the wide publicity which it has obtained in the Press His Majesty's Government do not propose to lay it in draft form as a White Paper. My right honourable friend, the President of the Board of Trade, has however been good enough to make available in the Printed Paper Office for noble Lords who are interested, copies of the agreement in draft form.
