§ Sir A. DuncanSteps have already been taken, in consultation with the main organisations concerned with the blind, to avoid loss of livelihood by blind persons owing to the Order. It is necessary that so far as possible the materials available shall be used for making baskets essential to the war effort, but if any blind workers are incapable of such work, consideration-will be given to exempting them from the operation of the Order.
