asked the Secretary of State for the Colonies whether he will fill the next vacancy among the Crown Agents for the Colonies with a colonial-born individual or one with prolonged colonial non-business association rather than with a civil servant?

To fill any such vacancy my aim will be to appoint the candidate who possesses the best all-round qualifications for carrying out the duties of the post.
