asked the President of the Board of Trade whether with a view to the equitable distribution of available goods among all traders, he will take steps to limit the granting of licences to combines and chain stores for any articles which do not coincide with the main portion of their trading concerns and to withdraw any such licences already granted after suitable notice?

Licences are only required by retailers to sell goods in their existing premises in respect of those categories which they did not sell in the basic period of the Location of Retail Businesses Order. Very few such licences have been granted to the type of business which my hon. and gallant Friend has in mind, and then only to meet the essential needs of consumers.
