§ Mr. Noel-BakerIn the Midland Region late night passes for workers are issued by the transport undertakings through the employers, who recover them from the workers when they are no longer required. Each pass shows the name and address of the holder and of his employer, and gives details of the journey he must make, including the starting point and the approximate time. The passes will be checked from time to time by the inspectors of the transport undertakings, and will be confiscated, if they are wrongfully held.
