§ Mr. Leslieasked the Minister of Labour (1) whether it is the intention of the Government to implement international labour conventions adopted before the war which have not yet been ratified; and also to consult with the United Nations regarding a common policy on the ratification of conventions not already ratified;
(2) whether, in view of the resolution adopted by the Joint Maritime Commission calling upon Governments to make special examination of the difficulties in the way of ratifying maritime conventions not yet ratified, it is the Government's intention to make an examination of all conventions?

§ Mr. McCorquodaleThe question of the ratification of unratified conventions is being kept constantly under review and as soon as the Government propose to ratify any such convention the House will immediately be informed. The constitution of the International Labour Organisation provides no procedure for implementing conventions apart from the procedure of ratification. Consultation at the present time with the United Nations regarding a common policy on the ratification of conventions not already ratified would be unlikely to serve any useful purpose.
