asked the Parliamentary Secretary to the Ministry of War Transport whether he is now prepared to state the findings of Sir John Forster's inquiry into the working of the Liverpool docks; whether any recommendations were made; and whether they have been or will be implemented?

After consultation with my right hon. Friend the Minister of Labour and National Service, my Noble Friend has decided that it would not be in the public interest to publish the Report or the recommendations made by Sir John Forster. Instructions based on the recommendations have been given to the Regional Port Director, and he is acting accordingly. I am grateful to my hon. Friend for this opportunity of expressing the gratitude of His Majesty's Government to Sir John Forster, and for the valuable service which he has rendered by his Report.
