§ Sir K. WoodYes, Sir. I have decided in principle to authorise a concession by which men serving abroad will be permitted to send home, free of Customs Duty, a limited number of parcels a year, subject to certain limits of value or quantity of goods. The concession cannot operate immediately, but the necessary machinery will be worked out between the Departments concerned as soon as possible, and the detailed procedure will then be announced.
