Mr. JohnstonYes, Sir. The Departmental Committee on Corporal Punishment expressed the view that, as a court penalty for offences by young offenders, corporal punishment was not a suitable or effective remedy. But its abolition at the present time would require legislation of what I am afraid would be a rather controversial character.
