asked the Secretary of State for Scotland whether he has considered the resolution of the Brechin Town Council relating to the abolition of birching of children; and what statement he has to make on this matter?

Mr. Johnston

Yes, Sir. The Departmental Committee on Corporal Punishment expressed the view that, as a court penalty for offences by young offenders, corporal punishment was not a suitable or effective remedy. But its abolition at the present time would require legislation of what I am afraid would be a rather controversial character.
