asked the First Lord of the Admiralty how many of the admirals superintendent of the dockyards appointed during the past 10 years have had engineering qualifications; and whether he will consider appointing a managing director or engineer admiral with more permanent charge of each of these establishments in order to bring the quality of their management more into line with up-to-date practice?

Admirals Superintendent appointed during the past 10 years have been executive officers carefully chosen with a view to their retention for a considerable period. Many of them serve at a dockyard for five years or more. Under present conditions the Board propose to continue this practice.
